What America grows

Most Americans have never read the Farm Bill. This is not their fault - it is the most deliberately boring piece of legislation in Washington, a thousand-page monument to complexity designed so that no normal citizen ever understands what it does with their money. It is reauthorized roughly every five years, debated in committees most voters cannot name, and written in language so dense it functions as its own security system.

But beneath the jargon, the Farm Bill does something very simple: it decides what America grows.

And what America grows, overwhelmingly, is corn, soybeans, and wheat. Not because American soil is uniquely suited to three crops. Not because Americans crave field corn. But because the subsidy structure - the Title I commodity programs, the crop insurance subsidies, the conservation compliance rules - is built around them. The entire institutional architecture of American agriculture is oriented toward commodity production.

The result is a landscape. Drive across Iowa, Nebraska, Kansas, Indiana, and you will see it: corn and soybeans, horizon to horizon, in a monoculture so complete it resembles a factory floor more than a farm. These fields are not growing food - not in any way a nutritionist would recognize the term. They are growing inputs.

Here is what happens to the corn: roughly 40% to ethanol, roughly 36% to animal feed for confined operations, and a large share of the rest into high-fructose corn syrup - the sweetener in sodas, candy, baked goods, condiments, dressings. Here is what happens to the soybeans: crushed into animal feed and soybean oil, the most consumed cooking oil in America, present in nearly every ultra-processed product on the shelf.

Your tax dollars subsidize the production of raw materials that become feedlot feed, soda sweetener, and fryer oil. The program does not subsidize broccoli, or tomatoes, or strawberries - any of the foods the USDA's own dietary guidelines tell you to eat more of. Those are called "specialty crops" in the Farm Bill's language - a term that tells you everything about the system's priorities. The food that keeps you healthy is a specialty. The commodity that makes you sick is the program crop.

It is as if the Department of Transportation subsidized bridges that collapsed after five years and called structurally sound bridges "specialty infrastructure."

And the scale is not "hundreds of billions" in the abstract. The Congressional Budget Office projects roughly $1.36 trillion in mandatory Farm Bill spending over FY2025-2034. Engineered to make you overeat

Now let me tell you what happens when those subsidized commodities reach the consumer - because this is where the economics of the Farm Bill become the epidemiology of the hospital.

In 2019, the National Institutes of Health published one of the most important nutritional studies in modern history. Most people have never heard of it. Kevin Hall and his colleagues at the NIH Clinical Center - the gold-standard research hospital of the federal government - did something no study had done before with this rigor: they proved, in a controlled experiment, that ultra-processed food makes people overeat.

The design was elegant. Twenty adults, admitted to the Clinical Center, randomly assigned to an ultra-processed diet or an unprocessed one for two weeks, then switched. The diets were meticulously matched: same calories offered, same macros, same sugar, fat, fiber, sodium. Eat as much or as little as you want.

The result was not ambiguous.

On the ultra-processed diet, subjects ate 500 more calories per day. Five hundred. That is not a statistical anomaly. That is an extra meal. They gained about two pounds in two weeks. Something about ultra-processed food - beyond its calories, beyond any single ingredient - overrides the body's satiety signals. The food is engineered to make you eat more than you need.

Let me be specific about what "engineered" means. The processing industry employs thousands of food scientists to optimize the "bliss point" - the precise combination of sugar, salt, fat, and texture that maximizes palatability and minimizes satiety. This is not casual cooking. This is applied neuroscience.

And we now know the mechanism, not just the effect. In 2024, Hamano and colleagues showed that a major driver is chewing: ultra-processed food is built to dissolve faster and require fewer chews per gram. Your gut-to-brain satiety signal takes about twenty minutes to register. If the food disintegrates in your mouth before your jaw has done any work, you can eat 800 calories before the signal ever arrives. You are not eating until you are full. And in 2025, Dicken and colleagues closed the last escape hatch: people lost more weight on minimally processed food than on ultra-processed food even when both diets followed healthy dietary guidelines. And the raw materials of that product - the corn syrup, the soybean oil, the refined wheat flour - are subsidized by your tax dollars. The cheapness of the raw material is what makes the engineering economically viable. If corn syrup and soybean oil were not artificially cheap, the margins on a $4 bag of chips would collapse. The subsidy is the foundation of the business model.

Into the school cafeteria

Now consider where this engineered food goes next: into the school cafeteria.

The National School Lunch Program feeds roughly 30 million American children every school day. The USDA provides commodity foods to participating schools. What commodities does the USDA have in abundance? Corn-derived products. Soy-derived products. Processed cheese. Processed meats. The same industrial output the Farm Bill subsidizes is funneled into the program that feeds the nation's children.

Cafeteria directors operate under brutal budgets - frequently less than $1.50 per meal for food. At that price, the economics are simple: you buy the cheapest available calories. And the cheapest available calories are the subsidized ones - the processed nuggets, the processed-cheese pizza, the corn-syrup-sweetened flavored milk, the canned fruit in heavy syrup.

If you wanted to design a system to create childhood obesity, you could not do better than this: subsidize the raw materials, engineer the products for overconsumption, sell them cheaply through school lunch and SNAP to the populations most vulnerable to nutritional harm, and then act surprised when one in three American children is overweight or obese.

The population-level confirmation

The Hall study was the controlled experiment. The Lane et al. umbrella review, published in the British Medical Journal in 2024, was the population-level confirmation. Lane, Marx, and colleagues synthesized 45 pooled meta-analyses covering 9.9 million participants. Ultra-processed food exposure was directly associated with 32 of 45 adverse health outcomes.

Not two or three outcomes. Thirty-two. Out of forty-five.

The "convincing" tier - the highest confidence in epidemiological review - linked ultra-processed food to cardiovascular-disease mortality (a 50% increased risk), Type 2 diabetes (a 12% increased risk per serving increment - not per doubling; per additional serving), anxiety (48%), and common mental disorders (53%). Now let me translate those percentages into dollars, because this chapter is about the bill.

Type 2 diabetes now costs the American healthcare system $412.9 billion per year - $306.6 billion in direct medical costs and $106.3 billion in lost productivity. One in four American healthcare dollars goes to people with diabetes. Five years ago that figure was $327 billion. In five years, the bill rose by $86 billion. The loop is not stabilizing. Cardiovascular disease costs roughly $378 billion per year. Obesity-related conditions, roughly $150 billion. Add it up: diabetes, cardiovascular disease, and obesity-related conditions alone run to roughly $940 billion per year. Not all of it is attributable to ultra-processed food - genetics, inactivity, and smoking contribute. But diet sits at the center of the causal web: poor diet is associated with 318,656 cardiometabolic deaths a year - about 45% of all U.S. cardiometabolic deaths. Nearly a trillion dollars a year, to treat diseases driven in significant part by food manufactured from subsidized commodity crops. The Farm Bill costs ~$1.36 trillion per decade. The healthcare costs it helps generate dwarf it. You are subsidizing the production of a product that generates a healthcare bill many times the size of the subsidy.

That is not agricultural policy. That is economic insanity.

And the French have the data to prove it isn't inevitable. The NutriNet-Sante study - 105,159 French adults, published in the BMJ in 2019 - found that each 10% increase in the ultra-processed share of the diet was associated with a 12% higher cardiovascular-disease risk. France, where ultra-processed food is a far smaller share of the diet, has dramatically lower cardiovascular mortality. The French don't have better genes. Imagine if - and what it would save

Now imagine, just for a moment, what would happen if even a fraction of the Farm Bill's subsidy structure were redirected.

Imagine if the billions now subsidizing corn monoculture instead subsidized the transition to regenerative systems that rebuilt soil and produced nutrient-dense food. Imagine if crop insurance rewarded soil organic matter instead of commodity yield. Imagine if the school lunch program sourced from regional regenerative farms instead of commodity processors.

The primary barrier to that shift is the three-to-five-year transition, during which yields may dip as soil biology rebuilds. Most farmers cannot absorb that risk. A subsidy that covered the transition could catalyze a transformation of American agriculture at a fraction of the cost of the disease it would prevent.

And this is no longer just a moral "imagine." It is costed. Tufts researchers modeling "food is medicine" found that national medically-tailored meals could avert 1.6 million hospitalizations a year and save ~$13.6 billion net - cost-saving in 49 of 50 states - and that produce-prescription programs for food-insecure diabetics could save ~$39.6 billion over patients' lifetimes. The SNAP absurdity

And here the absurdity reaches a level that, described to a visitor from another planet, they would assume you were joking.

The same Farm Bill that subsidizes ultra-processed food also funds SNAP - the Supplemental Nutrition Assistance Program, formerly food stamps. In fact, Title IV (nutrition) is the largest single share of Farm Bill spending - roughly 80% of the total. (Title I, the commodity subsidies, is the smaller line item - but it is the architectural driver of what gets grown. The two interact: SNAP dollars are partly recycled straight back to ultra-processed food manufacturers.) SNAP serves roughly 42 million Americans who cannot afford adequate food.

What can they buy? Virtually any food sold in a grocery store. Including soda. Including candy. Including every category of ultra-processed food the Hall study proved causes overconsumption.

Read that again. The subsidies make the junk cheap. The benefits make the junk free. And then the healthcare system - also taxpayer-funded - treats the chronic diseases that result. The taxpayer subsidizes the production of the disease-causing food, subsidizes its purchase by the most vulnerable citizens, and then subsidizes the treatment of the disease. Three subsidies. One loop.

Every attempt to restrict SNAP purchases to nutritionally adequate food has been defeated by the same lobbying coalition - the soda, snack, and grocery-retail industries - arguing that restrictions would be "paternalistic." The people who profit from selling poison to the poor have convinced Washington that restricting the poison is an affront to dignity.

Ozempic: the loop in one injection

There is a drug that has become, in the last two years, the most talked-about pharmaceutical in America. It costs about $1,000 a month. It works by mimicking a gut hormone that reduces appetite. Its names are Ozempic and Wegovy. Its maker, Novo Nordisk, became one of the most valuable companies in Europe.

Step back and look at what is happening. The Farm Bill subsidizes commodities. The commodities become ultra-processed food. The food overrides satiety, causing overconsumption and weight gain. The weight gain causes obesity, diabetes, and metabolic disease. And the pharmaceutical response is not to address the food - it is to sell a $12,000-a-year injection that suppresses the appetite the food artificially stimulated.

The subsidy creates the problem. The drug manages the symptom. Both are paid by the same taxpayer. The consumer's body is the battlefield.

Let me state what has happened in plain language, because it is the kind of sentence that makes more sense the slower you read it.

The federal government subsidizes the production of food engineered to override the body's appetite-regulation system.

The federal government then funds, through Medicare Part D, a $12,000-a-year injection that restores the appetite regulation the food suppressed.

The same taxpayer funds both.

There is no other sector of the American economy where the government subsidizes the creation of a problem and then subsidizes the pharmaceutical solution to the problem it subsidized - and calls both of them healthcare. And before anyone says this is unintentional - that no one planned it - notice that it doesn't matter. A system that produces this outcome doesn't require a planner. It only requires that everyone with an interest in continuing it has more lobbyists than everyone with an interest in stopping it. Which, as it turns out, they do.

The lobbying machine

That machine is not shadowy or hidden. It is documented, disclosed, and available for public inspection - which makes the public's ignorance of it all the more damning. Every reauthorization cycle, the food and agriculture industry spends hundreds of millions on lobbying: the Farm Bureau, the corn and soybean associations, Bayer, Syngenta, Cargill, ADM, Tyson, the grocery manufacturers - long, well-funded, and unified in one objective: preserve the subsidy structure.

On the other side - the side arguing for nutritional adequacy, soil-health investment, redirected subsidies - are organizations with a fraction of the resources and none of the power. They testify. They publish. They are politely heard and systematically outvoted. The lobbying ratio is not a contest. It is a rout. And every five years the rout produces the same Farm Bill, feeding the same loop, feeding the same diseases, costing the same taxpayer the same near-trillion dollars.

Democracy requires an informed electorate. The Farm Bill's complexity is its defense against one. Nobody reads it. Nobody connects the line item in the USDA budget to the line item on their hospital bill. Until now - because you are reading this chapter. And now you know.

Draw the loop

Start with the taxpayer. Federal income tax funds the Farm Bill. The Farm Bill subsidizes commodity crops. The commodities are sold cheap to processors. The processors convert them into ultra-processed food. The food reaches the consumer at a price artificially competitive with whole food - a bag of chips cheaper than a bag of apples, not because chips are cheaper to produce, but because the corn and soybean oil in them got subsidies the apples did not. The consumer overeats (Hall told us so), gets sick (Lane told us so), enters the healthcare system, which treats the symptom - insulin, statins, Ozempic, antidepressants. The pharmaceutical and healthcare corporations profit. The cost is funded, in large part, by the taxpayer again. Then the five-year cycle expires, the same lobbies write the same subsidies, and the loop closes:

No single person designed this loop. No single institution controls it. But every institution in it benefits - every one except the taxpayer, who funds it at both ends, and the consumer, whose body absorbs the consequences. This is not a conspiracy. A conspiracy requires coordinated intent. This is a structure - built over seventy years by farm policy, food-industry lobbying, pharmaceutical marketing, and healthcare economics, and maintained by the simple fact that the companies that profit from it have more lobbyists than the people who pay for it have advocates.

The strongest defense of commodity subsidies - stated fairly

Without price supports and crop insurance, food-price volatility in drought years would hit low-income families harder than ultra-processed food does. It's a real argument, and it deserves a real answer. The answer is that the subsidy structure can be REDESIGNED to keep price stability while redirecting incentives toward diversified, nutrient-dense production - soil-health transition payments, crop insurance tied to organic-matter gains, regional procurement. The goal is not to abolish the safety net. It is to stop the safety net from financing a disease.

And here is the comparison that should haunt every legislator who ever voted for a Farm Bill without reading it. In 1998, the tobacco industry agreed to pay $206 billion - the largest civil settlement in American history, with 46 state attorneys general - for systematically lying about a product that caused disease. The food companies that profit from the subsidy-sickness loop have paid nothing - not because the science exonerates them, but because the subsidies that make their product cheap are legal. The tobacco settlement proved an industry can be held accountable for profiting from disease. In 2010, a group called Mission Readiness - retired generals and admirals - published Too Fat to Fight. They found that 27% of Americans aged 17 to 24 were too overweight to qualify for military service. The report landed briefly on the front pages. Washington went back to writing the same Farm Bill.

By 2022, the Pentagon ran its own updated accounting. He is not surprised anymore when seven or eight are turned away before they finish the first form. He is not judging them; he grew up eating the same food. He qualified because he played varsity ball and a coach ran them into the ground every afternoon - a counterweight most kids don't have. He files his report. He misses his quota by a quarter. He has missed it for four years running.

We spend $877 billion a year on defense and field the most advanced military in human history. And we cannot staff it - because the food system this Farm Bill built has rendered most of the eligible population medically unfit to serve. The generals didn't blame the recruits. The Pentagon doesn't blame the recruits. They are describing a structural outcome of a structural input. The structure is the Farm Bill. The input is subsidized ultra-processed food. The output is a recruiting crisis the most powerful military on earth cannot solve - because the lobbying machine that writes the Farm Bill is more powerful than the generals who have to staff the Army.

Be precise with the anger

You are probably angry now. Good. You should be. But the anger should be precise, because imprecise anger is easily dismissed.

Not at the farmer. He is trapped - we will devote a whole chapter to his serfdom. He grows commodities because the Farm Bill makes it the only rational choice. The subsidies pass through him to the input sellers and the processors. He is the conduit, not the recipient.

Not at the consumer. She buys the ultra-processed food because it is cheap (her taxes made it so), convenient (built for a working parent's schedule), and engineered to taste irresistible - and she keeps buying because her body, deceived by the satiety override, tells her she is still hungry. She is not weak. She is targeted.

The anger should be directed at the structure - the self-reinforcing loop that charges the taxpayer three times, makes the consumer sick, bankrupts the farmer, and enriches the corporations at the nodes. At the Farm Bill that makes the loop possible, and the lobbying machine that writes it.

And here is the part that matters: that window is open right now. The 2018 Farm Bill expired in September 2023; Congress has been operating on extensions ever since - kicking reauthorization down the road while the same lobbying machine works behind closed doors to make sure the next bill looks exactly like the last. The fight is happening as you read this sentence. Unless the public demands that soil health, nutritional outcomes, and healthcare costs become central to the bill's architecture, the window will close again. The same lobbyists will write the same subsidies. The same commodities will be planted. The same loop will tighten.

And you pay. Again. Three times. As you always have.

The Farm Bill is not an agricultural document. It is the most expensive healthcare policy in American history - and the only one designed to make you sicker. Every five years, Congress reauthorizes it. Every five years, the same lobbyists write the same subsidies. Every five years, the loop tightens. And every five years, you pay.
